Where to find Raikou?
Raikou can be found on the Southern part of Route 45, after you’ve collected all 8 badges. Be sure to know about Berry tricking before catching it to ensure you get a nature you want!
First you need to fly to Blackthorn City.
Run to Route 45 and keep running to the south until you reach Eusine. Talk to him and he will give you the quest to gather 25 crystals. To accomplish this, beat wild pokemon.
After gathering all the needed crystals, go back to Eusine. Talk to the rock shown on the picture and put the crystals down.
Now Raikou will appear and you are able to catch it.
