Lugia

Location: Waterfall Cave (Whirl Islands)
Requirements: All Johto Gym badges. Also requires you to complete 2 side quests, the Silver Wing and Tidal Bell.

To start the quest, talk to Sarina on Route 40 ( Olivine City Beach).

After completing the Silver Wing and Tidal Bell side quests, you can return each day to fight Magikarp and Feebas first and Lugia next. Their team’s change daily but always consist of 4 Pokemon. Lugia can be defeated once per day. You can battle it again after reset.

Lugia

Lugia has 3 different movesets; one specializes in physical attacks the second specializes in special attacks and the third is defensive to wall a lot. Each one is randomly chosen every day.
