Tidal Bell & Silver Wing

First fly to Olivine city and head left out of the city then follow the image guide below to make your way to the Whirl Islands

Once you reach Hiker Hobbs, speak with him and a battle will start. Defeat him and he will leave then you can interact with the green crystal. use a fire type pokemon on the crystal and you will receive the Tidal Bell!

Once you reach Magikarp (Standing in red box in step 13), speak with him to receive “The Silver Wing Situation” quest. Head back up the steps to find his brother(inside cave in red box in step 12). When you get to Feebas, speak to Proton to start a battle after which you will receive the Silver wing! head back down the steps and enter the cave entrance that was behind Magikarp. Speak to Magikarp to start the battle. Congratulations! now you will be able to battle Lugia once every day!
